This is a swarm of Honey bees. Sitting in a tree. Waiting for Swarmin Norman to give them a new home.  I would love to tell you they are  harmless. They are not they will sting if provoked. If the branch is shaken the bees will fall to the ground  or onto whatever is underneath them. If it is a person well they will sting you. Just stay back and call a beekeeper. If you just let them go they most likely will fly away to a hole in a building or tree nearby.
